The Short Answer

Full VM restore
Creates a recovered workload from an EBA recovery point. Use it to bring back a VM from backup history - no replication pattern required.
DR failover
Promotes an existing controller-backed replication target that a replication pattern has been keeping in sync. Use it when the workload is under replication and you need the recovery site to take over quickly.

Different preparation, different speed

Failover is fast because the target already holds current replica disks. Restore works for any workload with a recovery point, even without replication - it rebuilds from the archive instead.
